Update from U.S. Mission China Consular Services for December 12, 2022
海外美國公民的安全、健康和福祉是美國最高等級的優(yōu)先事項(xiàng)。美國駐華使團(tuán)正在非常關(guān)切地對當(dāng)前的新冠疫情進(jìn)行密切關(guān)注。在北京的美國駐華大使館以及美國駐中華人民共和國各地的領(lǐng)事館仍然對公眾開放。
The United States has no higher priority than the safety, health, and well-being of U.S. citizens overseas. The U.S. Mission to China is closely following the ongoing COVID-19 outbreak with great concern. The U.S. Embassy in Beijing and U.S. Consulates throughout the People’s Republic of China remain open to the public.
美國大使館以及所有領(lǐng)事館的美國公民服務(wù)處仍然有員工在崗，并繼續(xù)為有需要的美國公民提供服務(wù)。
The American Citizen Services units at the U.S. Embassy and all the Consulates remain staffed and continue to provide services to U.S. citizens in need.
由于新冠疫情，已在北京、廣州、上海和沈陽進(jìn)行了常規(guī)簽證預(yù)約的非移民簽證申請者應(yīng)使用https://www.ustraveldocs.com/cn/網(wǎng)頁中的申請者入口選擇后續(xù)日期重新進(jìn)行預(yù)約。移民簽證預(yù)約保持不變。
Due to COVID-19, Nonimmigrant visa applicants scheduled for routine visa appointments in Beijing, Guangzhou, Shanghai, and Shenyang should use the applicant portal on https://www.ustraveldocs.com/cn/ to reschedule their appointment for a later date. Immigrant visa appointments remain unchanged.
使團(tuán)使用智行者登記計(jì)劃（STEP）向社區(qū)中的美國公民發(fā)送信息與更新。欲收到這些信息，強(qiáng)烈鼓勵(lì)美國公民在STEPhttps://step.state.gov/上進(jìn)行注冊登記。
The Mission uses the Smart Traveler Enrollment Program (STEP) to send messages and updates to U.S. citizens in the community. To receive these messages, U.S. citizens are strongly encouraged to register in STEP at https://step.state.gov/.

在11月中旬公布的2022年12月移民排期中，我們發(fā)現(xiàn)EB-2類別出現(xiàn)了全球排期。此外，美國國務(wù)院(DOS)在排期公告中指出，2022財(cái)年中約有5.7萬個(gè)親屬移民簽證名額未使用。根據(jù)規(guī)定，這些未使用的移民簽證名額，將被添加至2023財(cái)年職業(yè)移民簽證名額中，使整體簽證名額總量達(dá)19.7萬個(gè)。盡管有這樣的簽證名額調(diào)配，與2022財(cái)年相比，2023財(cái)年職業(yè)移民簽證名額總量仍少了逾8萬個(gè)。
DOS同時(shí)表示，由于申請數(shù)量的增加，加上2023財(cái)年的可用的簽證數(shù)量減少，在未來幾月內(nèi)，中國大陸及印度申請人的EB-1申請很有可能出現(xiàn)排期，以將簽證使用量控制在2023財(cái)年的限額內(nèi)。這種情況將被持續(xù)監(jiān)測，必要情況下將出現(xiàn)相應(yīng)的調(diào)整。DOS原文如下：
“Increased demand and number use in the Employment First category, combined with decreased visa number availability for FY-2023 compared to FY-2022, will most likely necessitate the establishment of final action dates and application filing dates for China and India in the coming months to hold number use within the maximum allowed under the FY-2023 annual limits. This situation will be continually monitored, and any necessary adjustments will be made accordingly.”
對于已遞交申請的中國大陸EB-1申請人而言，一旦EB-1出現(xiàn)排期，其優(yōu)先日(Priority Date)將決定申請的推進(jìn)速度。若優(yōu)先日早于排期日期，申請人的I-485申請將不會(huì)受到影響；反之，移民局需等到排期到來后，才開始審理申請人的I-485申請。符合條件但還未遞交申請的申請人，當(dāng)前應(yīng)與專業(yè)移民公司聯(lián)絡(luò)，盡快開啟EB-1申請，避免后續(xù)排期的出現(xiàn)影響申請進(jìn)程。
